Draf Undang-Undang Anti Keganasan Di Peringkat Akhir – Zahid Hamidi

Kementerian Dalam Negeri kini di peringkat akhir penyediaan draf Rang Undang-Undang Anti Keganasan sebelum dibentangkan di Dewan Rakyat Mac ini, kata menterinya Datuk Seri Dr Ahmad Zahid Hamidi.

Beliau berkata ketika ini, draf terakhir itu telah pun diperbincang dan dibentangkan kepada Jabatan Peguam Negara serta pihak pelaksana undang-undang lain terutamanya Polis Diraja Malaysia (PDRM).

Katanya undang-undang yang menjadikan usaha pencegahan sebagai unsur utama itu digubal bagi memperkukuhkan usaha mencegah jenayah dari awal berbanding undang-undang sedia ada di mana tindakan hanya diambil setelah sesuatu peristiwa berlaku.

“Undang-undang yang akan diperkenalkan ini dirangka untuk melihat bagaimana pemantauan serta bagaimana memperoleh maklumat bagi pencegahan kepada sebarang unsur sama ada dari Malaysia atau dari luar serta mencegah sebarang kegiatan keganasan di dalam atau luar negara yang datangnya dari Malaysia,” katanya.

Bercakap pada sidang media selepas menerima kunjungan Duta Besar Jepun ke Malaysia Dr Makio Miyagawa di pejabatnya di sini hari ini, Ahmad Zahid berkata selepas diluluskan Parlimen kelak, Undang-Undang Anti Keganasan itu tidak akan digunakan untuk lain-lain tujuan penahanan.

Beliau berkata melalui Undang-Undang Anti Keganasan atau Prevention of Terrorism Act (POTA) itu, kuasa penahanan diberikan kepada Lembaga Pencegahan Terrorism, sama seperti mana yang dilaksanakan dalam Akta Pencegahan Jenayah (POCA).

Mesyuarat pertama Parlimen Ketiga Belas dijangka berlangsung bermula 9 Mac hingga 9 April ini.

Dalam pada itu, Ahmad Zahid turut melahirkan rasa simpati terhadap Menteri Pembangunan Wanita, Keluarga dan Masyarakat Datuk Seri Rohani Abdul Karim berhubung kenyataannya mengenai cadangan merotan sebagai satu kesalahan jenayah yang dijadikan polemik di media.

Menyifatkan kenyataan Rohani itu sebagai keputusan di peringkat kementerian itu sahaja, Ahmad Zahid berkata sebarang keputusan besar berhubung sesuatu rang undang-undang perlu dibawa dan dibincangkan dalam mesyuarat jemaah menteri sebelum sebarang pendirian diambil.

Sebelum ini, Rohani dilaporkan sebagai berkata merotan anak bakal menjadi satu kesalahan jenayah jika rang undang-undang baharu menggantikan Akta Kanak-Kanak 2001 yang kini sedang diperhalusi oleh Jabatan Peguam Negara yang dijangka dibentangkan di Dewan Rakyat selewat-lewatnya Julai depan, diluluskan.

Mengenai kunjungan Dr Makio, Ahmad Zahid berkata antara perkara yang dibincangkan dalam pertemuan hampir sejam itu ialah memperkukuhkan lagi kerjasama antara kedua-dua negara terutama dalam aspek keselamatan rentas sempadan.

Dr Makio turut mencadangkan supaya kerjasama dua hala antara Jabatan Keselamatan Awam Jepun dengan jabatan dan agensi di bawah Kementerian Dalam Negeri diperhebatkan bagi menangani sebarang isu keselamatan, kata Ahmad Zahid.

Menurut beliau, sekiranya semangat dan komitmen membantu rakyat yang ditunjukkan dalam misi bantuan mangsa banjir ini terus kekal, ,maka insyaAllah keyakinan rakyat khususnya bangsa Melayu kepada UMNO akan menjadi semakin kukuh.

The Saab 340 is a maritime surveillance aircraft (MSA) produced by Saab Group. The aircraft is intended to perform missions including personnel transportation, surveillance of coastal and blue waters, safeguarding, long-range search-and-rescue (SAR), medical evacuation (MEDEVAC), exclusive economic zone (EEZ) monitoring and illegal immigration control.
The aircraft will also be suitable for oil spill and pollution detection, fisheries inspection and MANAGEMENT, and counter-smuggling surveillance missions.
Saab rolled out the 340 MSA in June 2012 displaying it for the first time at the Aerospace Forum Sweden 2012 in Linköping. The aircraft was unveiled at the Farnborough International Airshow in England in July 2012.
Saab also exhibited the aircraft at the Africa Aerospace and Defence exhibition (AAD) 2012 in South Africa. The capabilities of the MSA were also demonstrated at the Dubai Airshow in November 2013.

Design and features of Saab 340 MSA

The 340 MSA is a complete airborne surveillance system designed based on civil Saab 340 aircraft. The MSA is part of Saab's Airborne Surveillance family offering flexible and reliable coastal security solutions for the operators.
The aircraft integrates a re-manufactured fuselage to meet the operational requirements. The new PLATFORM delivers maximum performance at minimum cost.
The 340 MSA can operate independently or in cooperation with other marine and land-based ASSETS. The surveillance aircraft can monitor large maritime areas during day and night in all weather conditions.

The aircraft cabin can be configured according to the requirements of the customers. The external layout of the cabin integrates a spray wash system, large optical observer window, maritime surveillance radar, electro-optical sensor, and air drop door.
The internal layout houses galley, mission controller console, lavatory, mission equipment avionics rack, SAR liferaft stowage, air drop door, crew rest area and observer positions.
The crew rest area and observer positions will be replaced with the passenger seats when the aircraft is used for transporting government or police personnel.

Sensors and communication systems aboard the Saab 340

The mission MANAGEMENT system (MMS) installed aboard the Saab 340 incorporates remote sensors and mission system components into asingle user-friendly framework. It provides the aircraft with real-time display of sensor information, display of electronic charts, automated scene analysis and in-flight and ground processing.
The MMS also offers mission planning, immediate post-overpass analysis, support for remote sensors, classification of marine pollution, automated scene analysis, computer-aided report creation, geo-referencing and GIS capability, redundant storage and aircraft information system (AIS) support.
The aircraft is equipped with a retractable multiple StarSaphire HD EO/IR sensor. The Telephonics 1700B maritime surveillance radar onboard provides 360° coverage for multiple target identification, detection and tracking during over-water surveillance. The advanced sensors allow the aircraft to detect, classify and identify maritime surface contacts.
The Saab R4 airborne automatic identification system (AIS) transponder offers improved situational awareness to the operator during surveillance and SAR. The aircraft can be optionally fitted with a side-looking airborne radar (SLAR) and UV/IR line scanner for environmental monitoring.

The VHF/UHF tactical radio communication system facilitates a complete multi-band solution for law enforcement, military, medical, marine,SAR and public-service frequencies.

The MSA is also equipped with a V/UHF direction finder that locates the targets in SAR missions. It covers the commercial airborne and maritime VHF radio band and Cospas Sarsat distress signals.The satellite communication (SatCom) voice and data link enables data transfer via virtual private network (VPN), e-mail, telephone, internet browsing and video streaming over the Internet Protocol (IP).

The multi-role Saab 340 MSA can fly at a maximum cruise speed of 265kt and patrol speed of 140kt. The maximum range of the aircraft is 1,715nm and the take off distance is 1,350m.
The aircraft can fly at a maximum altitude of 25,000ft and can reach a height of 10,000ft in just five minutes. It has a maximum airborne endurance of up to 5.4 hours while patrolling at 200nm to exclusive ECONOMIC zone area. The aircraft can operate for up to nine hours when fitted with auxiliary fuel tank.

Zeti: Malaysia's fundamentals still intact Wednesday, 21 January 2015 By: NG BEI SHAN


PUTRAJAYA: BANK Negara governor Tan Sri Dr Zeti Akhtar Aziz did not give away any indication that there is going to be a hike in the current overnight policy rate of 3.25%, as it is still accommodative for the country’s economic growth.
She said the country’s fundamentals were still intact and that growth prospects should prevail when external conditions stabilised.
“The economic fundamentals will prevail to reflect the strength of the ringgit,” she said.
According to Zeti, the central BANK has taken prudent macroeconomic measures that included building up the country’s foreign reserves and capping credit growth at a reasonable level “very much earlier on”.
“When we built up our reserves, we were being questioned for building up too much than that were required by a country of our size,” she said.
She added that the country’s optimal level of reserves was “very much lower” compared with TRADES and financial activities.
On the country’s current account surplus, she said: “We will continue to have a surplus in our current account, even though it might be a smaller surplus.”
On top of that, Zeti added, the central bank had introduced cooling measures to contain rapid credit growth when there was a surge in foreign FUND inflows.
As a result, household credit growth had moderated from the peak of 15% in 2010 to 10% currently, she said.
As for the country’s fundamentals, she said a projected gross domestic product (GDP) growth of 4.5% to 5.5% was still considered steady while the 2.5% to 3.5% inflation rate was still very credible.
On top of that, public indebtedness had declined from 52.8% from 54.7%, she noted.
“As we strengthen our position to address our vulnerabilities, this places us in a very positive position because over a period of time when conditions stabilise, our currency and country’s growth prospects will reflect our underlying fundamentals.”
Nonetheless, that did not help with the weakening ringgit, which fell to a near six-year low of 3.607 against the greenback yesterday.
Zeti said volatility in the financial markets was not unseen by the country and that the more developed a country was, the more susceptible it was to external developments such as capital flows.
Some analysts were concerned as foreign investors hold some 40% of Malaysian debt papers and the fear was the ringgit would depreciate significantly should they sell their bonds.
To this, Zeti said short-term investors might have fled from the domestic market but the country had other long-term investors such as pension funds, sovereign wealth funds and other central banks.
“These are more stable investors so we don’t expect an exodus like what was suggested.”
Quoting the example of South Korea during 2009, she said the won had appreciated some 30% to 40% before all the gains were erased due to fund reversals.
In comparison, the ringgit which appreciated by about 12% depreciated at the same rate, implying a lower volatility.
Back in 2009, Malaysia’s foreign reserves fell by US$30bil compared with South Korea’s US$70bil.
She also noted that the country continued to receive foreign direct INVESTMENTS (FDIs) of RM24bil annually as Malaysia was still one of the preferred destinations for FDIs.
“If we should ever have a deficit, we will still have financing in the form of FDIs.”
She assured that the central bank would support the real economic sector as well as keep tabs on the financial MARKET so that it continued to be “orderly”.
